Analysis of Korea's Policy of Installing PLC Modem on Slow EV Chargers

In-depth Analysis of Korea’s Mandatory Policy of Installing EV PLC Modem on Slow EV Chargers

——SCU EV PLC Modem Solutions Help Korea’s Companies Seize 70% of Subsidies

The Ministry of Trade, Industry and Energy (MOTIE) of South Korea officially released the “Electric Vehicle Charging Facility Safety Enhancement Plan” in March 2025, which clearly requires:

1. Mandatory installation scope: All new slow EV chargers (AC EV chargers) must integrate power line communication (PLC) modem;

2. Traditional EV charger transformation plan: According to the service life and surrounding fire protection conditions, 500,000 traditional slow EV chargers will be replaced with intelligent control types in stages before 2027;

3 .Double certification: PLC equipment that has passed KC safety certification + ISO 15118 protocol certification can receive government subsidies or access the Korean charging network.

    Policy-driven: Slow EV chargers are upgraded to “intelligent control type”, and PLC modem becomes the core technology

    The “Intelligent Control EV Charger Popularization Plan” jointly promoted by the Ministry of Environment and the Ministry of Land, Infrastructure and Transport of South Korea clearly states that traditional AC EV chargers will be replaced in stages according to the age of the equipment and the surrounding fire protection environment. One of its core requirements is to be equipped with a PLC module with real-time communication capabilities.

    Why is the use of PLC modem mandatory?

    Traditional slow EV chargers lack communication modem and cannot obtain battery status data during charging, which may lead to safety hazards such as overcharging, heating, and short circuit. Intelligent control EV chargers use PLC to realize vehicle-charging communication, which can monitor key data such as battery voltage, current, and temperature in real time, and dynamically adjust charging parameters, thereby significantly improving charging safety and battery life.

    In addition, PLC communication capabilities are also the basis for advanced functions such as intelligent load management, V2G (vehicle-to-grid interaction), dynamic billing, and remote diagnosis, and are the “nerve center” of intelligent charging.

    Subsidy support: Up to 70% government subsidies are available for users equipped with compliant PLC modems

    In order to promote the implementation of the policy, the South Korean government has introduced a large number of financial incentives:

    Subsidy TypeEligible ProjectsSupport Details
    New Project SubsidyPublic slow chargers with PLC modem50%~70% of construction costs
    (KC + ISO 15118 dual certification required)
    Retrofit SubsidyReplacement of legacy chargersUp to 3 million KRW/unit
    (approx. 16,000 RMB)
    Green Finance SupportCharger manufacturersTechnology upgrade loans at 1.8% interest

    The South Korean government has clearly stated that the number of electric vehicles will be increased to 2 million by 2030, and plans to accelerate the construction of EV chargers. The charging network focuses on high-frequency travel scenarios such as highways, shopping malls, and public parking lots, and strives to achieve a wider electric travel network across the country.

    These policies have put forward new standard challenges for local EV charger manufacturers and system integrators, and also released a huge market dividend window.
